CONCEPT
OF STAGGER: Stagger is a word used in Athletics. It is only used
in track events.
Stagger is the change in starting line and end line
fair equal for all participants.
EXPLANATION:
Stagger is the excess distance covered by the runner from 2nd lane
to 8th lane on their running path in one lap, when compared to the
distance covered by the first lane runner on his running path in one lap.
